You'll find them when you're intended to, as with all the others, but it'll be much later in the game then you'd expect.. You didn't 'miss' them by accident.
Blue Pikmin are the last you come across and you won't see them until the last quarter of the game. You've probably got a little more ways to go. You can't miss them though.
Yes it's normal, but remember to revisit old levels.

The IGN MGS preview is garbage, other sites explain it all much better. There is no mark and execute, the game has a slow mo moment where you can kill a guard before the game goes into alert. Kojima says he does this cause when the game is full open world you its super hard to keep track of everyone so you would be going into alert all the time. I do not like that it has CoD like health regen, stupid black and white screen garbage. Animations seem fantastic, Snake moves much more fluid. More gameplay less cutscenes. He got to escape on a jeep and helicopter while engaged in a firefight, should make things more dynamic.
Its MGS it will be fantastic.

This certainly isn't a bad game, but it is a disappointing one. Visually, it's a treat and, Kutaro's inevitable blankness aside, it overflows with personality. It comes frustratingly close to delivering something special. But despite multiple gameplay avenues bursting with potential, it leaves them largely unexplored, showing more interest in wowing you with surface sizzle.
Puppeteer is a $36 pre-order for Plus members. That price is really good, but it looks waaaay too weird to me.
You know after watching a lot of anime I now get why Metal Gear has these elaorate, overwrought monologues by tragically misunderstood characters, on their deathbeds. It's a thing over there.

Mechanically they have issues but there is a load of depth to them. You will need to choose the right weapons and max out the stats to get the best ranks. There are a ton of secrets to uncover and the games are massive.
