I do believe that one is born with a sex, and though alterations to one's sex affect some cultures definition of adult I do not believe changing one sex for another would. Besides hormone treatment would be just as important in such matters.

Foolz probbaly turned 21, which in AU doesn't mean anything other than a traditional coming of age (drinking and voting comes at 18 ) .
